How Residential Habilitation Is Funded
Residential Habilitation is a Medicaid-funded service. GoodHope Health of Idaho is an approved provider for the Idaho Medicaid waiver programs below. If you or a loved one qualifies, waiver funding can cover the cost of services — allowing individuals to live safely and independently at home instead of in a facility.
DD Waiver
Idaho MedicaidDevelopmental Disabilities Waiver
For individuals living with intellectual or developmental disabilities.
The DD Waiver is an Idaho Medicaid Home & Community-Based Services waiver designed for individuals with intellectual and developmental disabilities who would otherwise require institutional care. GoodHope is approved to provide personal care and companion services to DD Waiver clients in their home.
Who Qualifies
- Diagnosed with an intellectual or developmental disability (e.g., autism, Down syndrome, cerebral palsy, epilepsy)
- Disability originated before age 22
- Idaho Medicaid-eligible
- Assessed as requiring the level of care provided in an intermediate care facility

A&D Waiver
Idaho MedicaidAged & Disabled Waiver
For older adults and adults with physical disabilities.
The Aged & Disabled (A&D) Waiver — also referred to as the "AND Waiver" — allows older adults and adults with physical disabilities to receive Medicaid-funded home care instead of moving into a nursing facility. GoodHope serves A&D Waiver clients across Southern Idaho with personalized, in-home support.
Who Qualifies
- Age 65 or older, OR an adult with a physical disability
- Idaho Medicaid-eligible (income and asset limits apply)
- Assessed as requiring a nursing facility level of care
- Choosing to remain in the home or community rather than a facility

Who qualifies for Residential Habilitation services?
Residential Habilitation is available to individuals who qualify through Idaho Medicaid and are approved for services under an eligible waiver program. Your case manager can help determine eligibility and authorized service hours.
What services do you provide?
We provide individualized support based on each person’s goals and needs. Yes. If employment support is included in the individual’s service plan, our caregivers can assist with job readiness, completing applications, transportation to work, and providing on-site support to help individuals succeed and build confidence in the workplace.

Yes. We can help schedule medical, dental, and therapy appointments, provide transportation, ensure appointments are attended, and assist individuals in staying organized with their healthcare routines.
